DAVP Central Govt Rule — Two Central Entities in Tehri Garhwal: (1) THDC India Limited (Tehri Hydro Development Corporation) — originally a 75% GOI and 25% Uttarakhand/UP State joint venture; in 2019, NTPC Limited acquired the GOI stake and THDC became a subsidiary of NTPC (Central Navratna PSU under Ministry of Power) — making THDC a Central Govt entity for DAVP purposes; THDC operates two projects: Tehri Dam Hydro Power Project Stage I (1,000 MW) — a rock-fill and earth-fill embankment dam at 260.5m height on the Bhagirathi River; commenced generating in 2006-2007; the tallest dam in India and among the world's tallest; the 42 km long Tehri Reservoir submerged the historic old Tehri town (former capital of Tehri Garhwal kingdom; relocated families to New Tehri and other resettlement colonies); the reservoir provides drinking water to Delhi (Munak-Wazirabad via canal), Uttarakhand cities, and Western UP; Tehri Dam Stage II (1,000 MW pumped storage) — under development; will pump water back during off-peak hours and generate during peak demand; the total installed capacity of both Tehri stages will reach 2,000 MW (not yet fully commissioned); Koteshwar HEP (400 MW) — a run-of-river barrage dam 22 km downstream of Tehri Dam on the Bhagirathi (uses the regulated outflow from Tehri Dam; significantly more reliable generation than standalone run-of-river); commissioned 2011-2012; the Koteshwar temple (a Shiva shrine that stood at the dam site) was protected by construction of a retaining wall — the temple remains and is still worshipped; THDC India Ltd NIT: annual dam safety inspection NIT (Tehri Dam is under National Dam Safety Authority mandatory inspection regime; NIT for inspection equipment and consultant), powerhouse maintenance NIT, generator and turbine major overhaul NIT, reservoir and dam gate NIT, project staff colony maintenance (New Tehri — THDC has a large staff colony), Tehri Stage II construction NIT, environmental and seismicity monitoring NIT → DJ + TOI (DAVP mandatory); (2) NHAI (National Highways Authority of India) — NH-07 (Rishikesh-Badrinath Char Dham Highway) passes through Tehri Garhwal district including the strategically important Devprayag segment (the Char Dham highway passes through Devprayag town; the Devprayag bypass was a major NHAI project; Devprayag is where NH-07 follows the Alaknanda and where Bhagirathi joins from the left after Devprayag bridge); the Rishikesh-Devprayag section sees the heaviest construction traffic and Char Dham Yatra traffic of the entire NH-07 corridor (this section is closest to the plains and most accessible); NHAI Char Dham Mahamarg NIT for widening, retaining walls, tunnel construction, landslide remediation, safety barrier → DJ + TOI (DAVP mandatory).
